Fairfax County: PLAs Can Lead to 20% Cost Increase

In a briefing prepared by the Department of Public Works and Environmental Services, it was estimated that Project Labor Agreements could result in project cost increases of up to 20%.

Further, the Director estimated that even at a conservative 15% cost increase, a PLA on Fairfax County’s 3 projects over $40 million would cost a whopping $39 million more.
